US and Canada reach deal to reject asylum seekers today
The US and Canada have reached a deal to reject asylum seekers at unofficial border crossings, officials say.
Large numbers of migrants have been making unsanctioned crossings via Roxham Road at the US-Canada border.
The move closes a loophole created by a 2004 asylum agreement with the US on where migrants have to make their asylum claims.
It allowed Canada to turn migrants away at official points of entry but not at unofficial crossing points.
As part of the deal, Canada will now also create a new refugee programme for 15,000 migrants fleeing persecution and violence in South and Central America.
The new deal extends the asylum agreement along the entire 9,000km (6,000 mile) border and is to go into effect at midnight on Friday local time, Reuters reported.
President Biden is in Ottawa, Canada, for 24 hours to discuss a series of economic, trade and immigration issues with his Canadian counterpart, Justin Trudeau.
In his address to parliament on Friday, Mr Biden said the "United States and Canada will work together to discourage unlawful border crossings and fully implement the updated Safe Third Country Agreement".
The president also spoke of the importance of the deep economic ties and the defence alliances between the two nations.
He announced a new "global coalition" on the opioid crisis that will be led by the US and Canada. It will look to tackle the issue of drug trafficking not only in North America, but across the world.
Security is heavy in Canada's national capital for the presidential visit. Police cruisers and officers can be seen circling the area around parliament, and nearby streets have been closed to the public.
American flags are flying along Wellington, the street that runs in front of the parliament buildings.
Details of the migration accord are scheduled to be formally announced before Mr Biden returns to the US on Friday evening.
The US side has also seen a rise in migrant crossings into Canada. The agreement is expected to allow officials on both sides of the border to turn back asylum seekers heading in either direction.
The deal is an amendment to the two sides' 2004 Safe Third Country Agreement (STCA), which requires migrants to make an asylum claim in the first "safe" country they reach, whether it is the US or Canada.
The STCA allows US and Canadian officials to turn away asylum claimants in both directions at formal ports of entry, but does not apply to unofficial crossings.
That led to many migrants trying to enter Canada at places where there is no official border crossing. The new arrangement would close that loophole.
The deal is "not going to stop people", Abdulla Daoud, executive director at The Refugee Centre in Montreal, told the BBC on Friday, adding he is concerned it could "incentivise human smuggling".
Speaking about the new refugee programme, he said: "The numbers are too low. We had 40,000 cross just in the past year - 15,000 is a low number and just from one part of the world, the western hemisphere."
New York City authorities last month said they were providing free bus tickets for migrants to travel up towards the US border with Canada.
Mr Biden's administration has also proposed to crack down on asylum seekers at the US southern border with Mexico by making it harder for migrants to claim asylum once Covid border controls lift in May. The proposal has met backlash from human rights groups.
Mr Trudeau has argued the only way to halt irregular border crossings at Roxham Road is by renegotiating the STCA.

Mr Barry Andrew, European Union (EU) Chief Election Observation Mission (EOM) Officer, says systematic weakness of election administration can affect Nigeria’s democratic process.
Andrew made this known at the second news briefing of the mission in Nigeria at the just concluded governorship and state House of Assembly elections held last Saturday in the country.
Recall that the governorship and state House of Assembly elections was postponed from March 11 to March 18 to enable configuration of Bimodal Voter Accreditation System (BVAS) by the Independent National Electoral Commission (INEC).
According to Andrew, that the collation process is ongoing, and EU EOM is continuing its observation of this crucial phase of the elections.
“Therefore, I encourage stakeholders to keep committed to visible process and address any grievances through the courts.
“In this regard, I am mindful of the fact that various aspect of the presidential election had already been brought before the court as well as the Federal House Assembly elections.
“This mission maintained strict impartial stand in accordance with our observation methodology accordingly, I do not propose to discourse matters relating to those election held in February 25th as its not in my place to so,” he said.
According to him, this is to avoid saying anything that will not be misconstrued as prejudice at the interest of any party within those petitions.
“As observers we always hope to see a free and fair electoral process and to see democracy striving , unfortunately, one expectation that the new electoral law that notably all conduct at the polls was not met.
“Also, the poor interpretation of the law and lack of political will to achieve its adjectives was not met.
“The conduct of the 2023 election revealed that, systematic weakness of election administration if that is not properly and comprehensively address will lead to democratic backsliding .
“This can have serious consequences on any country on any continent, considering the role that Nigeria has with its region , Africa and the world, this is particularly important,” he said.
Guber: PDP calls for removal of Ogun Returning Officer today.
Peoples Democratic Party (PDP) in Ogun has called on Chairman of Independent National Electoral Commission (INEC), Prof. Mahmud Yakubu, to reverse what it described as “clear manipulation” by the Returning Officer in Saturday’s governorship election in the state.
The party also called for immediate replacement of the returning officer, Prof. Kayode Adebowale.
Addressing newsmen on Monday in Abeokuta, PDP Deputy Chairman in the state, Mr Kayode Bamgbose, said Adebowale had refused to mention the total cancelled votes, claiming that he knew it was way over the winning margin multiple times.
Bamgbose said that the party had notified the returning officer of the position of Electoral Law concerning such instances, adding, however, that their claim was not attended to.
“It should also be placed on record that our party had notified the returning officer of the position of the electoral law on situations where the margin of winning is lower than the number of disenfranchised voters, a rerun should be held.
“A petition had also been submitted to INEC which was acknowledged by the Resident Electoral Commissioner but was not attended to; yet the result was announced and declared against the provision of electoral law.
“In Kebbi State, which was declared inconclusive this morning (Monday), a similar case happened and the unbiased returning officer followed the dictates of the law.
“We are hereby calling on National Chairman of INEC, Prof. Mahmud Yakubu, to reverse this clear manipulation, injustice and rape of democracy by the returning officer by declaring the Ogun governorship election inconclusive and ordering a rerun in the affected areas,” he said.
Also speaking, the governorship candidate of PDP, Ladi Adebutu, assured party members and supporters of seeking redress in court, saying “there’s light at the end of the tunnel” for them.
He urged them to remain calm and unperturbed, as the party would find ways of reclaiming its alleged stolen mandate.
Recall that Gov. Dapo Abiodun of All Progressives Congress (APC) was announced the winner of the Saturday governorship election, having polled a total votes of 276,298, with Adebutu trailing behind with 262,393 votes.

* Says alleged traitors signed an agreement prepared by OCJ Okocha, SAN, to accept outcome of primary.
* They accuse me of pursuing 3rd term, he alleges
By Egufe Yafugborhi, PORT HARCOURT.

“Then, they presented me a letter that I should run for president. All of them including Dr. Abiye (Sekibo) signed the document. I say okay, you people too should go and give me someone who will be governor after me. They all sat there, looking left and right.
“I asked them, those of you who are interested to be governor should raise your hands. Everybody raised hand. One person didn’t raise his hand, Sen Bari Mpigi. I asked why he was not interested, he replied, Sir, let me hold what God has given me. I don’t want to lose the two.”
Wike further narrated that same elders also signed to abide by whatever outcome of the governorship primary, alleging that because they never succeeded in the primary, they turned around now to accuse him of pursuing a third term.
He said, “Some persons don’t know the history. They go and tell all kinds of story. But the truth is this, all of them (elders) signed the document prepared by O.C.J. Okocha that whoever I will bring, they will abide to it.
“But now, they went to Abuja, that I must not be vice president. I also read, yesterday when I was in Paris, one of them saying that I told him that if they do to me what they did to Dr. Odili that I will collapse the system.
“I am not an ungrateful person And I will never be ungrateful in my life. What’s important is that I have done well as a governor. I am happy and I am leaving office a happy man.”
On how he has benefitted the mentorship of Dr. Odili, the Rivers governor said because he trusted the advise of the former governor, he not surprised at the turn of events and the outcome of the PDP presidential primary.
He described Dr. Peter Odili a true leader of men who groomed many, and supported a lot of persons to political lamplight particularly in Rivers State and across the country.
“There was a time every political class abandoned Dr. Odili. This is a man who gave us everything. Some people called him Mr. Donatus. There was no abuse he did not get. Everybody he tried to help their families, at the end of the day, all betrayed him.
“For us, we have used him as a school and we thank him for making himself available for us to use him to learn so that we won’t be shocked of whatever that is going to happened”, he highlighted

Can Ice Prince Give Us A Dope album ??
The guy I am writing about Ice Prince pretty much needs no introduction. We all know him right? Why is someone acting like they don’t know him? Wait! Chill out; let me jolt your fickle memory. Oh, I get it, you’re losing your affection for him and you’re no more loyal.
Unfortunately, it has come to point you have started befriending another rapper to fill in the ——– gap. Well, let’s say Ice Prince is part of the blame for our wavering loyalty. In fact, he has been openly flirting with other genres, pop, highlife right under our nose. Like the infidelity wasn’t enough; when he came back to his first love Hip Hop, he refused to go in hard. We earnestly wanted an “eargasm” when he listened to his rap singles, but the libido was way too low, to match our readiness. It’s like having a partner that has ED, the ladies understand this line better. A brother needs Viagra to get his mojo up.
In case you missed it. Ice Prince wooed us with his Brymo assisted Oleku. Oleku still stands as one of the biggest rap songs in Africa, with the highest remixes ever for a rap song. Also, he is very famous for his 2012 hit song Aboki. I want to believe that Aboki delivered to him his 2013 BET award as Best International Act: Africa. Not forgetting to mention other great songs and awards to his name.
Most importantly, we still know Ice prince for his swag; the swag is almost larger than life itself. Everybody Loves Ice Prince, and even if you don’t like him a lot, you will like his poise and swagger. The boy can dress, right from his snap backs, well groomed beards, down to sneakers, he keeps it 100 and 1%. This Aboki can slay on the runways if he ever tries modeling. But now let’s tell our guy, some valid points now.
Ice Prince is one artiste that his reputation for swag goes ahead of him, even before his music. Problem is that his rap game has been diluted while the swag remains intact. He too like many other rapper colleagues, is flirting with other genres outside rap. Shouldn’t he divorce rap openly and get together with pop music or high life as a singer. Too many times his lyrics are dead on arrival, and a disappointment to hip-hop sense. Your fans deserve more, don’t you think so? Our guy should be reprimanded openly for feeding us with his cold chocolate bars that might be best served at a nursery school. He should be penalized for mindless lifting and overt plagiarism. Now the music consuming populace, don dey wise up, we no dey chop anything in the guise of music even if it’s served by our favourite artiste.
Our dearest Ice Prince, your third studio album is just days away from official release. Music lovers and fans, especially “Zamaniacs” are asking, can Ice Prince give us an album badder than his swag? We want for once that your music out smarts your looks and swag. Prove us wrong that you don’t only serve cold chocolate bars. Rain down the Fire of Zamani, drop some hot bars that will raise the dead. Drive us to endless “eargasms” as we listen to your Jos To The World Album. Your core fans Zamaniacs are eager to slap anyone who dare taunts you as a cold chocolate rapper, after listening to your latest project. Zamaniacs dey your back no just fall our hands abeg
JAMB Inconsequential Grading Policy [Must Read]
On JAMB’s Inconsequential Grading Policy – Oluwole Olurunfemi
The popular saying goes: youths are tomorrow’s leaders. There are great expectations for the hope of a better future are on the youth. This has prompted many parents to work very hard to educate their children to make them have better lives in the future. Taking a good look at our education system, there has been so many polices, which has eroded quality in the sector.
Compared with some countries in Africa, our educational sector seems to be lagging behind in many ways. The challenges majority of students face yearly, especially when writing important examinations, such as the ones organised by West African Examination Council (WAEC), National Examination Council (NECO) and Joint Admission and Matriculation Board (JAMB), is nothing to write home about.
There have been a lot of cases of fraud and examination malpractices. Miracle centres has taken over the space and many students no longer read for exams. Some students are faced with the issue of fake admission in the university; some realised earlier, while some get to know late. There have been concerns over the quality of graduates being produced by our institutions. Many graduates finished with ‘good results’ but cannot defend their grades. Lecture rooms are not adequate to cater for students, leaving lecturers to be absent at lectures and give out handouts.
Recently, JAMB came out with a new policy which is its official grading system for 2016/2017 session based on point. JAMB has a grade point for every score for candidates, which ranges from 180 to 400 and the grading scores also range from 20 to 60 points.
JAMB allocated points to O’level results according to the candidates’ grades in either of WAEC or NECO. It is 10 points. But if it is combined results, it is two points. JAMB went ahead to allocate points to each grades, which ranges from A to C. It is six to three points for each grade. JAMB, NECO and WAEC are different bodies, but why will points be allocated to O’Level results. If JAMB has decided not to use post-United Tertiary Matriculation Examination (UTME) in giving admission to candidate, it is fine.
But, many may not buy the idea of allocating points and marks to examinations it did not conduct. Before the coming of this new policy, we all knew it is not all candidates that would be lucky to pass their ‘O’Level in a single sitting. I dare say majority of the candidates that are being offered admission use combined results.
Has JAMB looked into a situation where majority of those who sit for ‘O’Level examination perform woefully in Mathematics and English Language, and have to combine or sit for the papers they did not make? Are we saying this set of students would be given two points for combined result? This is not fair. What would be the fate of the students that fall into this category? JAMB should have graded every candidate according to his ability, which is the normal score they deserve.
This will not discourage candidates who combine of O’Level result. This grading method would frustrate the efforts of candidates seeking for admission in higher institutions. It is making the whole process to look like a lottery, rather than an examination. If review of the policy is not done, it will continue to worsen the already bad situation in our education system. It might get to a point that our so-called future leaders would pay less attention to education.

How Super Eagles Escaped Death At The Airport After Their Return From Zambia
What could have been a major disaster was prevented at the Nnamdi Azikiwe International Airport, Abuja, yesterday, when a plain cloth Police man trying to arrest Chairman of the League Management Committee, Shehu Dikko dispersed the crowd that came to welcome the Super Eagles from their victorious outing from Ndola, Zambia.
Gunshots were fired into the air at the Nnamdi Azikiwe Airport, Abuja, on Monday on the arrival of the Super Eagles from Zambia. Dikko, who arrived with the Nigeria delegation from Zambia after their 2018 World Cup qualifying win, was accosted at the Nnamdi Azikiwe Airport by two men with neither IDs nor warrants, who claimed he had been invited to meet the Abuja police commissioner. NFF executive committee members, club officials and media resisted the attempt to abduct the LMC chairman, demanding to see a warrant and IDs.
Both men failed to produce either, and when journalists started taking photographs, one of the men drew his firearm and pointed it at LMC’s Kelvin Omuojine before discharging the weapon in the air.
