The US and Canada have reached a deal to reject asylum seekers at unofficial border crossings, officials say.
Large numbers of migrants have been making unsanctioned crossings via Roxham Road at the US-Canada border.
The move closes a loophole created by a 2004 asylum agreement with the US on where migrants have to make their asylum claims.
It allowed Canada to turn migrants away at official points of entry but not at unofficial crossing points.
As part of the deal, Canada will now also create a new refugee programme for 15,000 migrants fleeing persecution and violence in South and Central America.
The new deal extends the asylum agreement along the entire 9,000km (6,000 mile) border and is to go into effect at midnight on Friday local time, Reuters reported.
President Biden is in Ottawa, Canada, for 24 hours to discuss a series of economic, trade and immigration issues with his Canadian counterpart, Justin Trudeau.
In his address to parliament on Friday, Mr Biden said the "United States and Canada will work together to discourage unlawful border crossings and fully implement the updated Safe Third Country Agreement".
The president also spoke of the importance of the deep economic ties and the defence alliances between the two nations.
He announced a new "global coalition" on the opioid crisis that will be led by the US and Canada. It will look to tackle the issue of drug trafficking not only in North America, but across the world.
Security is heavy in Canada's national capital for the presidential visit. Police cruisers and officers can be seen circling the area around parliament, and nearby streets have been closed to the public.
American flags are flying along Wellington, the street that runs in front of the parliament buildings.
Details of the migration accord are scheduled to be formally announced before Mr Biden returns to the US on Friday evening.
The US side has also seen a rise in migrant crossings into Canada. The agreement is expected to allow officials on both sides of the border to turn back asylum seekers heading in either direction.
The deal is an amendment to the two sides' 2004 Safe Third Country Agreement (STCA), which requires migrants to make an asylum claim in the first "safe" country they reach, whether it is the US or Canada.
The STCA allows US and Canadian officials to turn away asylum claimants in both directions at formal ports of entry, but does not apply to unofficial crossings.
That led to many migrants trying to enter Canada at places where there is no official border crossing. The new arrangement would close that loophole.
The deal is "not going to stop people", Abdulla Daoud, executive director at The Refugee Centre in Montreal, told the BBC on Friday, adding he is concerned it could "incentivise human smuggling".
Speaking about the new refugee programme, he said: "The numbers are too low. We had 40,000 cross just in the past year - 15,000 is a low number and just from one part of the world, the western hemisphere."
New York City authorities last month said they were providing free bus tickets for migrants to travel up towards the US border with Canada.
Mr Biden's administration has also proposed to crack down on asylum seekers at the US southern border with Mexico by making it harder for migrants to claim asylum once Covid border controls lift in May. The proposal has met backlash from human rights groups.
Mr Trudeau has argued the only way to halt irregular border crossings at Roxham Road is by renegotiating the STCA.
The Speaker of Ogun State House of Assembly, Olakunle Oluomo, has said the result of another polling unit in his Ifo constituency and not his own polling unit was declared inconclusive during Saturday’s election.
Oluomo who is seeking re-election to the assembly on the platform of the All Progressives Congress said that contrary to the reports that the results in his polling unit were cancelled, the polling unit of the Peoples Democratic Party candidate, Sikirulahi Ogundele, was declared inconclusive
The Independent National Electoral Commission announced the cancellation of the results in unit 04 of Ifo ward 01 due to over voting
The Speaker’s Special Assistant on Media, Gafar Adeleye, in a statement on Monday, said the speaker voted at unit 19, ward 3, but the election was cancelled at unit 4, ward 0
He explained that the unit where the election was cancelled was one of the three units at the voting center of Ogundel.
He stated “the speaker recorded massive votes from his constituents and is already leading with a total of 968 votes across the Constituency.
“Mr Speaker is comfortably leading and is not in any way perturbed by the inconclusiveness of the election.
The Economic and Financial Crimes Commission has charged four civil aviation officials with 2 billion naira in fraud.
A credible source within the commission told our correspondent that officers were arrested between Thursday and Monday.
Among those arrested was NCAA Finance and Accounting Director Bilkisu Sani. Hart Fimienye Deputy Director General of the Ministry of Finance. Obene Turniel, Deputy Managing Director (Management Accounts) and Nathaniel Kaainjo, Managing Director (Accounts and Operations).
Kaainjo was found in EFCC custody last Thursday and the others were arrested on Monday.

Mr Barry Andrew, European Union (EU) Chief Election Observation Mission (EOM) Officer, says systematic weakness of election administration can affect Nigeria’s democratic process.
Andrew made this known at the second news briefing of the mission in Nigeria at the just concluded governorship and state House of Assembly elections held last Saturday in the country.
Recall that the governorship and state House of Assembly elections was postponed from March 11 to March 18 to enable configuration of Bimodal Voter Accreditation System (BVAS) by the Independent National Electoral Commission (INEC).
According to Andrew, that the collation process is ongoing, and EU EOM is continuing its observation of this crucial phase of the elections.
“Therefore, I encourage stakeholders to keep committed to visible process and address any grievances through the courts.
“In this regard, I am mindful of the fact that various aspect of the presidential election had already been brought before the court as well as the Federal House Assembly elections.
“This mission maintained strict impartial stand in accordance with our observation methodology accordingly, I do not propose to discourse matters relating to those election held in February 25th as its not in my place to so,” he said.
According to him, this is to avoid saying anything that will not be misconstrued as prejudice at the interest of any party within those petitions.
“As observers we always hope to see a free and fair electoral process and to see democracy striving , unfortunately, one expectation that the new electoral law that notably all conduct at the polls was not met.
“Also, the poor interpretation of the law and lack of political will to achieve its adjectives was not met.
“The conduct of the 2023 election revealed that, systematic weakness of election administration if that is not properly and comprehensively address will lead to democratic backsliding .
“This can have serious consequences on any country on any continent, considering the role that Nigeria has with its region , Africa and the world, this is particularly important,” he said.
Peoples Democratic Party (PDP) in Ogun has called on Chairman of Independent National Electoral Commission (INEC), Prof. Mahmud Yakubu, to reverse what it described as “clear manipulation” by the Returning Officer in Saturday’s governorship election in the state.
The party also called for immediate replacement of the returning officer, Prof. Kayode Adebowale.
Addressing newsmen on Monday in Abeokuta, PDP Deputy Chairman in the state, Mr Kayode Bamgbose, said Adebowale had refused to mention the total cancelled votes, claiming that he knew it was way over the winning margin multiple times.
Bamgbose said that the party had notified the returning officer of the position of Electoral Law concerning such instances, adding, however, that their claim was not attended to.
“It should also be placed on record that our party had notified the returning officer of the position of the electoral law on situations where the margin of winning is lower than the number of disenfranchised voters, a rerun should be held.
“A petition had also been submitted to INEC which was acknowledged by the Resident Electoral Commissioner but was not attended to; yet the result was announced and declared against the provision of electoral law.
“In Kebbi State, which was declared inconclusive this morning (Monday), a similar case happened and the unbiased returning officer followed the dictates of the law.
“We are hereby calling on National Chairman of INEC, Prof. Mahmud Yakubu, to reverse this clear manipulation, injustice and rape of democracy by the returning officer by declaring the Ogun governorship election inconclusive and ordering a rerun in the affected areas,” he said.
Also speaking, the governorship candidate of PDP, Ladi Adebutu, assured party members and supporters of seeking redress in court, saying “there’s light at the end of the tunnel” for them.
He urged them to remain calm and unperturbed, as the party would find ways of reclaiming its alleged stolen mandate.
Recall that Gov. Dapo Abiodun of All Progressives Congress (APC) was announced the winner of the Saturday governorship election, having polled a total votes of 276,298, with Adebutu trailing behind with 262,393 votes.

GOVERNOR Nyesom Wike on Monday alleged some aggrieved losers in the Rivers state People Democratic Party (PDP) governorship primary for 2023 governorship which produced former State Account General, Sim Fubara as candidate are now leading an Abuja plot for his downfall.
Wike during activities to celebrate former Governor Peter Odili at 74, pointed at some of the party leaders who, on his 2021 birthday, indicated interest to fly the ticket, but failed in the end as spearheading the gang up against him
At the birthday reception held at a new Old Government Residential Area, Port Harcourt, private residence donated by the Rivers government to Dr. Odili, Wike narrated that, “On my last birthday, 12 midnight, some of our elders called to see me. They said they came to wish me happy birthday.
“Then, they presented me a letter that I should run for president. All of them including Dr. Abiye (Sekibo) signed the document. I say okay, you people too should go and give me someone who will be governor after me. They all sat there, looking left and right.
“I asked them, those of you who are interested to be governor should raise your hands. Everybody raised hand. One person didn’t raise his hand, Sen Bari Mpigi. I asked why he was not interested, he replied, Sir, let me hold what God has given me. I don’t want to lose the two.”
Wike further narrated that same elders also signed to abide by whatever outcome of the governorship primary, alleging that because they never succeeded in the primary, they turned around now to accuse him of pursuing a third term.
He said, “Some persons don’t know the history. They go and tell all kinds of story. But the truth is this, all of them (elders) signed the document prepared by O.C.J. Okocha that whoever I will bring, they will abide to it.
“But now, they went to Abuja, that I must not be vice president. I also read, yesterday when I was in Paris, one of them saying that I told him that if they do to me what they did to Dr. Odili that I will collapse the system.
“I am not an ungrateful person And I will never be ungrateful in my life. What’s important is that I have done well as a governor. I am happy and I am leaving office a happy man.”
On how he has benefitted the mentorship of Dr. Odili, the Rivers governor said because he trusted the advise of the former governor, he not surprised at the turn of events and the outcome of the PDP presidential primary.
He described Dr. Peter Odili a true leader of men who groomed many, and supported a lot of persons to political lamplight particularly in Rivers State and across the country.
“There was a time every political class abandoned Dr. Odili. This is a man who gave us everything. Some people called him Mr. Donatus. There was no abuse he did not get. Everybody he tried to help their families, at the end of the day, all betrayed him.
“For us, we have used him as a school and we thank him for making himself available for us to use him to learn so that we won’t be shocked of whatever that is going to happened”, he highlighted
In his response, Dr. Peter Odili said himself and his wife, Hon. Justice Mary Odili (retired) were overwhelmed by the birthday gift courtesy of the State government.
Odili explained that during his tenure as governor, governor Wike was the best performing council chairman in the State.
He lauded governor Wike for investing in human capacity development, infrastructure and building the best Law School campus in Port Harcourt.
In goodwill messages, governor Samuel Ortom of Benue State harped on the need for all Nigerians to work together to enthrone fairness, justice and equity in all facet of society, which Odili has always stood for
Abia State Governor, Dr. Okezie Ikpeazu noted that Dr. Odili is a great leader who had impacted on many life across the country, as former Cross River State, Donald Duke, commended Dr. Odili for being a role model and comporting himself very well after leaving office.
In his homely at the thanksgiving mass, Monsignor Pius Kii said Nigeria missed the opportunity of having Dr. Peter Odili as their president because he would have used his farsighted ability, courage and adaptive capacities to solve Nigeria’s many problems.
